Attached is your PO for deliveries of recyclables during December 2019.

The market for residentially generated recyclables has changed little over the past month.  There has been little to move the market in either direction.  The only exceptions have been a continued improvement in pricing for HDPE Natural which we discussed last month and modest improvement in the other metal and plastic grades.

Lacking much news in the recyclables market, this a great time to share some news from Pioneer Recycling which we hope will help you in your discussions with your municipal customers.   Pioneer has recently formally endorsed full compliance with the United Nations Basel Convention Plastic Protocol.  This protocol, which takes effect in 2021, prohibits shipping loads of mixed plastics export (shipments of single item plastics are OK)unless you have written permission from the host government and you are certain the host mill can properly handle the shipment.

Pioneer has chosen to comply with these new rules immediatelyby shipping loads of mixed plastics only to end users in the United States and Canada.  This means that we are not and will not ship any loads of mixed plastics overseas where there is concern about how the material is handled.  (Please note that the Canadian end users normally burn for energy rather than landfill theportion of the mixed plastics they are unable to recycle.)

With regards to the future, our outlook remains unchanged from last month.  We believe pricing will tend to drift in a relatively narrow range in the short run and is likely to improve over the mid to long term due to all of the new announced mill expansion projects.
